The Mayor of Hell

“Rips the Lid from an Inferno of Human Passions!”

Jimmie Smith (Frankie Darro) and the rest of his teenage gang are sent to the State Reformatory, where the superintendent, Thompson (Dudley Digges), runs things with a callous hand. Then Patsy Gargan (James Cagney), a former gangster, is appointed Deputy Commissioner and takes over to run the place on principles of his own. Archie Mayo sets it all inside the reformatory walls, with Thompson watching Gargan and looking for a way to bring him down.
