The Penalty

Blizzard (Lon Chaney) lost both legs as a child to a needless operation, and the grievance has hardened into a rule over San Francisco's underworld, where he sits as mob leader. Dr. Ferris (Charles Clary), the surgeon tied to that long-ago choice, is still out in the world, and Blizzard has not forgotten him. Wallace Worsley, working from Gouverneur Morris's pulp novel, builds the picture around Chaney's body and makes his physical presence the whole of its menace.
