Bodies keep turning up along a secluded ocean cove, and the locals blame a sea monster. Dr. Ted Stevens (Kent Taylor), a marine biologist working under the name Ted Baxter, and a government agent come to find out what is killing people. Dan Milner puts them among a professor's secret experiments, spies after his work, and a radioactive light on the sea floor.
