“IT'S A PLOT! ...to make the world die laughing!!”

A Soviet submarine runs aground on a sandbar off a New England island, and nobody on shore can say what the strangers coming up the beach really want. Lt. Rozanov (Alan Arkin) is sent to find a way off, and he tells the locals, including vacationing writer Walt Whittaker (Carl Reiner), that he and his crew are Norwegian sailors. Norman Jewison fills the island with neighbors who all talk at once, and he treats the panic as a small-town event.
