In an alternate near-future America, a plane carrying Pakistani orphans lands in Idaho, where Governor Jim Farley (Beau Bridges) has been told the state must take them. He refuses, defies the president (Phil Hartman), and shuts the border. News Net Television turns his order into a national story overnight, and Joe Dante cuts between the governor's office, the White House and the newsroom, the same footage replaying on every screen.
