Harrison MacWhite (Marlon Brando) is a scholar who gets through a hostile Senate hearing and is sent as ambassador to Sarkan, a Southeast Asian country where a tense peace is giving way to civil war. George Englund follows him as he turns away from his old friend Deong (Eiji Okada) and pushes a road project forward against a foreman's advice. MacWhite sees only the U.S. and Communism, and the country he was sent to help is what stands to lose.
