“As the countdown begins for the new millennium there is still one number you can always count on.”

James Bond (Pierce Brosnan) is sent to guard Elektra (Sophie Marceau), an oil heiress targeted by Renard (Robert Carlyle), a terrorist with a grudge and a plan against the world's oil supply. Michael Apted keeps the chases and the countdown moving through a submarine showdown. Bond stays close to Elektra the whole way, and what is between them turns out to matter as much as the job.
