John Harris (Harvey Keitel), a New York police detective, wants one thing in London: the new American running the city's gangs, who has left a string of killings behind him. Danny Cannon, making his directorial debut, sends him through the drug-fuelled clubs with a young teenager the gangsters have wronged. Harris is a foreign cop in a task force that is not his own, and every night puts him closer to a man who kills to hold his ground.
