“When the countdown hits zero, you're dead”

A bomb threat hangs over San Francisco, and the only thing that can stop it is the arrest of one woman. Swan (Dennis Hopper) leads the terrorist gang and says the bombs go off across the city unless scientist Claire Manning (Jaime Pressly) walks free. Detective Ray Nettles (Tom Sizemore) calls in explosives expert Frank Glass (Steven Seagal), and Albert Pyun films the whole standoff as a race against the clock.
