Oliver Cromwell (Tim Roth) wants a Parliament that answers to the people, and by 1648 he has the army to build one. Standing beside him is Thomas Fairfax (Dougray Scott), the general who won the war and now has to decide how far the winning should go. Mike Barker follows the two men through the ten years after, and Cromwell carries the cost of that decision with him until he dies.
