Admiral Isoroku Yamamoto (So Yamamura) wants the war with America to stay off the table, and by the summer of 1941 the embargoes and stalled talks are pushing it there anyway. Toshio Masuda and Kinji Fukasaku film the Japanese side while the Americans, among them Admiral Husband Kimmel (Martin Balsam) and General Walter Short (Jason Robards), work on the other. Neither country can tell how few days are left, and the film follows both toward Pearl Harbor.
