Peter Burton (John Cusack) and Tim Gerrity (James Spader) meet in law school and become close friends, and then they pick different paths after graduation. Peter takes a job as a Justice Department lawyer, while Tim moves into politics, a world where Diana Stiles (Imogen Stubbs) and her father, Senator James Stiles (Richard Widmark), hold real sway. Herbert Ross follows what happens to a friendship once the two men start wanting different things from the same city.
