“Who said you can't fight City Hall?”

Jimmy Lynch (Timothy Hutton) wants the city to pay his brother Terry (Robert Urich), a New York firefighter hurt in an off-duty rescue of a young girl and refused any compensation. When Mayor Tyler (Robert Culp) answers by calling Terry a drunk, Jimmy starts spray-painting slogans that mock the mayor, and they catch on across the city. Bob Clark has Jimmy keep going with a can of paint, and he doesn't stop to ask if anyone is listening.
