Luc Deveraux (Jean-Claude Van Damme) wants out of the program that made him a soldier, but terrorists have taken Chernobyl and threatened a nuclear disaster. The only people who can stop it are the ones who build men like him, and they come to him first. John Hyams sets Luc against Andrew Scott (Dolph Lundgren) and a newer UniSol (Andrei Arlovski), soldiers built to kill who no longer remember being anything else.
