A wave of crime is hitting San Francisco, and Captain Walton (Will Walling) wants the late police chief's son, Harold Bledsoe (Harold Lloyd), to take over the job. Harold is a gentle botany student with no taste for any of it. Clyde Bruckman and Malcolm St. Clair follow him into a first case involving a villain called The Dragon (Charles Middleton), and Harold has to find some nerve he has never needed.
